  I disagree on the ticket. Maybe if the ticket is for $10,000 and every single penny is used to benefit the handicapped. I'd much rather see handicap spot abusers thrown straight into the slammer. A relatively small fine with the money going to the police department that did the shakedown is no deterrent. If the fine is small enough, the offender might consider it to be worth it, depending on how often they get caught.

  If I am sure they have no placard and are parking in a handicapped spot, I just "forget" and park my car perpindicular behind them, go in the store for a while, and then they can leave when I come out and move my car.
