  I see this vehicle frequently on my morning drive to work, always at almost exactly the same time (7:40), always turning left from westbound Route 137 (Peterson Road) onto southbound Butterfield Road in Libertyville... and ALWAYS in the left lane, preventing other drivers from passing him on Butterfield by pacing traffic in the right lane. Perhaps he feels it's his right or his duty to do so, or maybe he's just being a jerk, but I really wish he would knock it off. I'm starting to leave home earlier just to avoid getting stuck behind him.

  Perhaps call the police dispatch (not 911) when you see him and see if you can file a complaint due to constantly impeading the flow of traffic. If they won't take a complaint, then ask them to monitor that area looking for that driving behavior.
